Apply for planning permission

We deal with planning applications for minerals and waste development and also for our own development such as schools and libraries.

If you need planning permission for housing, commercial or retail development contact the district council in which the property or site is located.

Submitting planning applications

Our preferred method of receiving planning applications is electronically and should be sent to development.management@nottscc.gov.uk. The planning application forms, which can be completed electronically, can be found at the bottom of this webpage. 

Planning applications can also be submitted via the Planning Portal at www.planningportal.gov.uk. Please note that all planning applications submitted via the Planning Portal must pay the relevant fee through the Portal and this payment is subject to an additional payment.

When submitting applications relating to Nottinghamshire County Council developments via the Planning Portal ensure that the Regulation 3 tick box is selected.

For waste applications submitted via the Planning Portal use the “Waste” tick box. Minerals applications cannot be submitted via the Portal so please use the County Council’s Minerals forms below for full minerals applications. Applications for variations, discharge of conditions and non-material amendments for minerals development should use the standard forms for those types of applications/submissions.

Electronic submission

As most planning applications are now submitted electronically, and the County Council subsequently undertakes consultations on them electronically, it is important that all submitted plans and documents are in a format that is readable and scalable. PDF is the recommended file format. To comply with this your attention is drawn to the Electronic Submission section of the Validation Guidance below. 

Guidance note on the validation of planning applications

Since 2008 local planning authorities have been required to publish a list of information they require to “validate” the planning applications they receive. This Validation list forms two components, the national requirements, including the application form, the fee, certificates etc and secondly, specific local validation requirements known as the “Local List”.

The Government requires local planning authorities to operate a “local list” which is no more than two years old. 

The Validation Guidance adopted in 2022 has now been reviewed by the County Council and, following a period of consultation, has been replaced by the Validation Guidance dated March 2024. This was approved at the Planning and Rights of Way Committee on 12 March and will now form the basis on which incoming planning applications are validated.  It can be viewed below.

Fees

Most planning applications need to be accompanied by a fee and applications cannot be validated until the correct fee has been paid.

A schedule of planning application fees can be found on the Planning Portal website.

To make a payment for planning applications submitted directly to the County Council please use one of the following options:

  • online payment (this is the preferred method of payment)
  • over the telephone by calling the Planning Support Officer on 0115 993 2584 or other officers who can take your payment on 0115 977 3730 or 0115 977 4748
  • by cheque payable to 'Nottinghamshire County Council'. All envelopes containing cheques should be marked 'private and confidential' and marked for the attention of Rebecca Kirkland (Planning Support Officer).

Fees accompanying applications for housing, retail, commercial or industrial development should be paid to the relevant district council.
