Nottinghamshire Spatial Planning and Health Framework document
The purpose of the Nottinghamshire Spatial Planning and Health Framework (NSPHF) document is to present a holistic overview of health and planning across Nottinghamshire. Also to provide our planning authorities, planning applicants and public health professionals with the knowledge and tools to assess the health implications of planning applications, local plans, neighbourhood plans and other relevant planning documents.
The objective of the NSPHF is to ensure that health is fully embedded into the planning process to maximise health and wellbeing outcomes whilst meeting the needs of the population of Nottinghamshire.
The NSPHF includes guidance on how to use the Nottinghamshire Rapid Health Impact Assessment (RHIA) which is the foundation of the framework. The RHIA focuses on the built environment and issues directly or indirectly influenced by planning decisions. It should be used to quickly ensure that the health impacts of a development proposal or plan are identified, and appropriate action is taken to address negative impacts and maximise benefits.
Local authority planners, health partners and developers should utilise the RHIA when assessing development proposals and plans. The RHIA can be used in the following ways by:
- policy planners to form part of the local plan evidence base and review
- development management planners to help inform the determination of planning applications
- parish councils and neighbourhood forums to inform their neighbourhood plans
- developers to accompany their planning application and site masterplan
- the public health team when appraising proposals in its capacity as a consultee
- other internal and external consultees when responding to planning consultations.
